Major General John R Roberts, Commander Canadian 2nd Infantry Division. Roberts was Military Force Commander for the Dieppe raid and controlled the whole of the land battle. His headquarters was loacted with the Naval Force Commander aboard a destroyer HMS Calpe. Located out to sea he was always remote from what was happeningon shore and did not immediately recognise the scale of the disaster that was unfolding.
